How Foreign Companies Protect Trademarks Across MENA: Jordan, Saudi Arabia, and the UAE

A regional trademark strategy in the Middle East is not one decision but a series of jurisdiction-by-jurisdiction choices. Filing systems, costs, legalization requirements, and enforcement environments differ meaningfully between Jordan, Saudi Arabia, and the UAE, the three markets most frequently prioritized by international brands entering the region.

No single regional registration

Unlike the European Union, MENA has no unified trademark registration covering multiple countries. Each jurisdiction requires its own filing, and Madrid Protocol coverage is uneven across the region, so most regional programs still rest on a backbone of national filings through local agents. Confirm the current Madrid status of each target country with counsel before assuming an international registration will reach it.

Jordan

Jordan requires a national filing and follows a first-to-file system with publication in the Official Gazette and an opposition window. Government fees are moderate by regional standards, making Jordan a cost-effective early filing in a MENA program, and an important one given the volume of regional trade that flows through the country.

Saudi Arabia

Saudi Arabia is the largest consumer market in the region and a priority enforcement jurisdiction. Filings are made through the Saudi Authority for Intellectual Property (SAIP) on an electronic platform. Official fees are among the highest in the region, so classes should be selected deliberately rather than defensively.

United Arab Emirates

The UAE combines a national route with membership in the Madrid Protocol, giving brand owners a choice between national and international filings. The UAE is also a critical customs enforcement hub: recordal of trademarks with customs authorities materially improves the interception of counterfeit goods transiting through UAE ports.

Building the program

A typical sequence for foreign brands: clear and file in the commercial hub markets first, add transit and manufacturing jurisdictions second, and put Gazette watch and customs recordals in place as registrations mature. HSCG coordinates multi-country MENA filing programs from Amman, working directly with brand owners and their instructing law firms. Contact Info@hscgco.com to scope a regional strategy.
